All the upgreats CAN be sold
If sadenly at the midle of the age you deside to change your strategy from tanking to attacking, so you prefer to have small army, but you got unit prodaction of 80. So I sugest that we will be able to sell our unit prodaction, same with fortification, if you deside to become pure striker you may choose to sell your walls

i think its a good idea being able to sell Unit Productions, Seige, Fortification and the Covert Skill cause sometimes a person may not want to produce unit's anymore or to focus on Covert skill, Seige or Fortifacation.

They could have an option to downgrade your unit production, but not give you gold for it. If you did get gold back for downing your unit production, it'd be like telling your subjects "okay; stop the procreation and pay me for it" which would be stupid. Interesting idea though.

I don't know. If you think about it realistically, you really wouldn't be able to sell the walls, battlements, or portcullis off your castle. It's more percievable to be able to sell ballistas and other siege tech. I think it is a great idea to be able to stop unit production.
