Steal Untrained soldiers from other people
If you have no untrained souldiers, just steal some from people. There should be a untrained soldier attack skill and a defence against it too.

i dont think there should be a untrained soldier attack skill and defense skill, but i do think that if you win a battle, you should be able to capture at least 50% of their untrained soldiers.
