Give 1st time logins a chance to build b4 being attacked
There have been times when the round JUST starts out when I login to find I've already been attacked before my Command Center page has even been loaded. I think it would greatly even the playing field if first time logins COULD NOT be attacked for the first few hours.

I definitely agree. Previously the ranks were updated every 30mins so this gave you some time to spend your starting gold. Now the ranks are updated every minute so if you're not fast enough you will lose your starting gold.
It happened to me, i was used to having time the first time so i looked around and the result was:
1 minute ago XXX 101,010 Gold stolen
I'd like to have a refund...
