Not everyone who doesn't click is being lazy... we have lots of players from all over the world. Many don't have a connection that allows clicking effectively. Others don't want all the spyware/malware they expose their computers to by enabling clicking. Making max UP so low limits their ability to participate in the game, reduces the amount of gold on the battlefield, and deprives us of targets.
I agree... perhaps with the addition that anyone discharged by his/her commander would also be automatically discharged from the alliance page, until/unless picked up by another commander.
This could be quite helpful... with so many attack turns this age, it can be time-consuming to search through several pages of attack logs to see how recently you last hit someone.
A symbol (perhaps a dagger?) beside the name on the battlefield could open a page listing your attacks on that player within the last two weeks, just as the spy symbol does for recons. Easy enough addition.
I don't think access should be automatic upon joining the chain, either... especially if we go back to having more commander changes. If players already chain-hop to read commander's notices during a war, why should they also be able to read everything posted by any alliance member. :P They should at least have to spend time blending in before being granted access... and be bootable if caught.
The tools are already available for those willing to search them out and use them. With greasemonkey or javascript so accessible, I'd rather see admins focus on the real problems with the game.
I think it would be great if EVERYWHERE you saw a player's name, it showed online/offline status... on officer lists, buddy lists, inbox, battlefield, etc.
I don't want them to end this age and start another with the same setup. I'd rather them take time and make real changes that will make the game fun again... or go back to Age 7 rules, with a few minor modifications. ;)
I think 10 attacks against a single player is enough, and I'd like to see turns reduced to 12... the 24 turns/day we have now just encourages turn farming and low gold hits. I do think players should be able to bank more turns, though... perhaps 500? This means it would take a coordinated effort to do significant damage to a good account, but still allow alliance on alliance action if needed.
I think clicking has WAAAAY to much influence on the game, personally. For a strategy game to be so geared towards an activity that requires no thought, but just time... seems a bit unbalanced to me. (Sorry, AL2)
I like caprox's ideas as well... there are quite a few players who are either unable to click or unwilling to turn off their adware/spyware blocking because of the risk to their systems. This would still make it beneficial for big clickers to use the recruiters, but make it a bit more equitable.

I suspect the players who attack without reconning first would just spend their gold before going hunting.
I'd prefer to see less damages to the defender on such attacks, and more damages to the attacker - make it unprofitable to attack blindly.
